Europe and United Kingdom | 16 October 2026 announcement. Toyota is asking policymakers to change localisation requirements and emissions compliance pathways. Its dated policy statement sets out the manufacturer's requests, not newly enacted rules.

What Toyota is requesting

Policy area Toyota's proposed approach
European industrial content Recognise reciprocal partners including the UK, Türkiye and Japan; phase towards 70% European content after three years.
EU passenger-car CO₂ Average compliance across 2028–2032; target a 90% reduction in 2035 with additional flexibility.
UK 2030 ZEV share A maximum of 50% for cars and 40% for light commercial vehicles, with flexibility.

Why buyers should distinguish a request from a rule

A manufacturer's policy position does not itself alter a vehicle's purchase tax, legal eligibility or delivery date. Buyers should use the rules actually in force in their country when budgeting. Businesses comparing vans should also distinguish an emissions target for manufacturers from the operating costs of a particular vehicle.

Toyota also seeks recognition for eligible renewable-fuel-only vehicles and a UK mandate revision completed in 2027. Those are requested policy outcomes, not confirmation that governments have accepted them.
